The Great Southern Development Commission provides this update on major industry, infrastructure and construction related projects with the aims of better informing the community of the status of major projects and to maximise local and regional business and employment involvement.
Albany Hospital Redevelopment Proponent: Health Department Value: $54.4 million Location: Albany Description: The redevelopment will include the upgrade of theatres, sterilisation areas, delivery suite and maternity ward and high dependency unit, as well as the remodelling of the Emergency Department and admissions area. A new day surgery facility will be constructed and additional mental health beds will be provided. Mandatory engineering structure upgrades will also form part of the redevelopment. Status: Architects have been appointed to undertake schematic drawings for the mental health unit and maternity works. The tender for the mental health works should be let by July 2008 with building works expected to commence by October. The maternity works will follow. The upgrade to the hospital infrastructure, theatre complex, emergency department, admissions area and high dependency area will commence in a staged manner in 2009. The total redevelopment is expected to be completed by mid 2011. Albany Entertainment Centre Proponent: Department of Housing and Works, City of Albany and the Great Southern Development Commission Value: $49.5 million Location: Albany foreshore Description: A 620 seat performing arts and entertainment centre located on the Albany Waterfront. Status: Architectural firm Cox Howlett and Bailey Woodland has been appointed by the Minister for Works to design a landmark building. Concept drawings were unveiled in July 2007 for Council consideration. Construction was tendered on 30 April 2008 and the contract is expected to be awarded mid 2008. The building is anticipated to be commissioned in early 2010. Albany Waterfront Proponent: Great Southern Development Commission, City of Albany, the Department for Planning and Infrastructure, the Department of Housing and Works and the Department for Transport and Regional Services contributed to the initial planning phase. LandCorp was brought in financially and was made responsible for project delivery as of 1 July 2005. Value: $41 million, inclusive of consultancies and headworks payments. Location: Princess Royal Harbour, Albany. East of York Street. Description: The Waterfront at Albany will be a major boost to the town's tourism industry, creating a vibrant hub of cultural and leisure activities for visitors and the people of Albany. The development will include a marina and protected small boat harbour with pens and facilities for tourist, recreational and fishing vessels, in addition to a hotel with conference facilities, short stay accommodation, restaurants, cafes, shops and a purpose built entertainment centre which will be built by the Department of Housing and Works on behalf of the City of Albany. Work is well advanced on the widening of Princess Royal Drive; the pedestrian footbridge, which will link the city’s central business district with the Waterfront has been completed, as has stage 1 of the land development, west of the Jetty, and which will provide two commercial lots and the Albany Entertainment site. Status: The land and marine development components are estimated to be completed by 2010. The pedestrian bridge opened to the public on the 4th March 2008. Status: Land has been purchased for the storage tanks on McLeans Rd. Design and planning for the wastewater treatment has commenced. Project due for completion in 2012. Southdown Magnetite Feasibility Study Proponent: Grange Resources Ltd Value: $23 million (feasibility study only) Location: Wellstead Description: Determine the feasibility of mining the Southdown magnetite deposit for export through the Port of Albany. Transport from mine to port proposed via underground slurry pipeline. Process into pellets at Kemaman, Malaysia. Status: Due diligence commenced by potential JV partners. Biomass Fuel Pellets Proponent: Plantation Energy Value: $20 million Location: Albany Description: The export of Densified Biomass Fuel (DBF) pellets manufactured using harvest residue from sustainably managed plantation forests. Production of 250,000t per annum is expected. Status: A site has been selected at the Mirambeena Timber Processing Precinct. The manufacturing equipment is in transit from Germany. Operations are expected to commence by October 2008. Mt Barker One Community – One College Proponent: Dept of Education and Training Value: $20 million Location: Mount Barker Senior High School Description: Project will locate K-TAFE on one educational facility to be phased in over several years. It will include shared community support agencies, associated training regimes, facilities and potential university links. The college will illustrate co-ordinated approaches to curriculum development, delivery and community interaction. The College is due to commence operation at the beginning of the 2008 school year with Years 4 – 12 at the current high school site and K-3 remaining at the current primary school site. Status: Phase 1 of the project has been completed and students from Years 4 – 7 are now located at the main College campus. Approval and funding have been received for stage 2 [$12m] to complete all new buildings and provide some refurbishment to existing high school buildings and facilities. The building program is expected to begin by the start of 2009 and be completed in readiness for the start of the 2010 school year. When completed, the College will cater for Years K through year 12. Denmark Health Facility Proponent: Health Department Value: $18 million Location: Denmark Description: Construction of a new health and aged care facility consisting of a 32 bed hospital with 10 acute and 22 aged care beds, a new emergency department, an expanded therapy area, rooms for visiting specialists and health programs. Status: The construction tender has been awarded and site works began in the second quarter of 2007. The new hospital is expected to be completed in October 2008. Land-based Abalone Farm Proponent: Western Australian Abalone Ltd Value: $12 million (to date) Location: Bremer Bay Description: Staged development of a 200 tonne per annum land-based greenlip abalone farm. Status: The first harvest occurred in 2006. The facility is currently being upgraded to produce 50-70 tonnes per annum by 2008. The medium term growth plan is to produce 200 tonnes per annum and develop one of the largest green lip abalone farms in the southern hemisphere. Markets are being established in Hong Kong, China, Singapore and Malaysia. Status: Commenced in 07/08 with part construction of the section between the Hay River Bridge and the Mt Barker Bypass, the remainder of the section is to be completed in 08/09. The final section from the Denmark/Mt Barker Rd junction to the Hay River Bridge is anticipated to be complete in 09/10 subject to funding being provided. The total development will comprise 56 units plus a community centre. Units will be offered on a ‘lease for life’ basis. Status: Construction is complete on Phase 1 (12units) & stage 2 (14 Units). Eleven of the units in Phase 1 are already occupied. Strong interest has been shown in this development with a significant number of Phase 2 units already sold. Floor slabs (10 of) for Phase 3, have been poured. Stage 2 is still under planning with no current date for commencement. The purchase of additional land to facilitate Stage 2 is being negotiated. Albany Gas Works Site Remediation Proponent: LandCorp Value: $4.4 million (subject to determination of site use) Location: Princess Royal Drive, Albany Description: Remediation of former Albany Gas Works site to return it to productive use. Status: LandCorp is currently undertaking an ecological impact assessment to determine the impact the site’s groundwater is having upon the marine environment of Princess Royal Harbour. Upon completion of the assessment, LandCorp will develop a remedial action plan and seek advice from Department of Environment and Conservation, in consultation with the local community. The future land use for the site is yet to be determined and is likely to be influenced by the remedial works required and community input.
